Management Summary Research Study “Socioeconomic Analysis: Establishing a Regulated Cannabis Market”

The study was prepared as a basis for the decision of the Czech government on the optimal way of regulating the cannabis market. The main objective was to assess the socio-economic and fiscal impacts of different regulatory options in comparison with maintaining the status quo. Evaluated variants: V0 – Status quo (no change in current legislation, illegal market dominates), V1 – Legalization of self-cultivation (individual cultivation of cannabis for personal use), V2 – Legalization of self-cultivation and cannabis guilds (joint cultivation in regulated clubs), V3 – Regulated market (combination of self-cultivation, cannabis guilds and retail market with regulation and taxation). The method was social CBA and prediction of fiscal net cash flow. Main findings: All variants come out better than the status quo. Of the evaluated variants, V3 seems to be the most beneficial.

 

Target groups of stakeholders: The Czech Governtment Office, potential subjects of the emerging market, economists and specialists in the field of regulations and addictology.
