Preamble

The Faculty of Business Administration [hereafter: only the faculty], as a part of the University of Economics, is an important institution, which carries out management and economic education, in programs accredited by the Czech Ministry of Education, Youth and Sport, and in accordance with the latest developments in the science of economics. The faculty´s study programs correspond to the content and orientation of similar subjects and programs which are taught at other top business schools. The programs reflect the current needs of the business world, and so are designed to develop students‘ key competences so that their competitiveness in the labour market grows in step with the demands of the business sphere.

The Faculty of Business Administration unceasingly takes care of academic freedom and academic rights, especially:

  • The freedom to engage in science, research and other creative activities, and to publish their results;
  • The freedom to teach in a spirit of openness towards various scientific opinions, scientific and research methods, as well as various artistic directions;
  • The right to learn, which includes the freedom to choose a specialization within the study programs, as well as the freedom to express one’s own opinions during lessons;
  • The right of members of the academic community to elect their representatives to the various academic bodies;
  • The faculty’s right to use its own insignia and to hold academic ceremonies.

First Part

Basic Provisions

Article 1

General Provisions

  1. The Faculty of Business Administration was established by a decision of the Academic Senate of the Prague University of Economics and Business (hereafter the “UEP” or “University”), on the basis of a proposal by the Rector, on 1st July, 1991, as the successor to the Faculty of Production Economics.
  2. The faculty’s full title is: the Faculty of Business Administration of the Prague University of Economics and Business.
    The faculty’s title in other languages is as follows:
    a) English: Faculty of Business Administration
    b) German: Fakultät für Betriebswirtschaftslehre
    c) French: Faculté de gestion d’ entreprise
    d) Spanish: Facultad de Ciencias Empresariales
    e) Italian: Facolta di Economia Aziendale
    f) Russian: Факультет экономики предприятия и менеджмента Экономического университета в г. Прага
  3. The faculty’s address is: Praha 3, nám. W. Churchilla 4/1938.
  4. On official correspondence, the faculty uses a round stamp with the state symbol of the Czech Republic with the words [in Czech]: „Vysoká škola ekonomická, Praha“ and „Fakulta podnikohospodářská“.

Article 2

Legal Subjectivity

  1. The faculty is a part of the Prague University of Economics and Business (a public university). Its status is defined by legislation and the UEP Statute.
  2. For the purposes of carrying out its activities, the faculty uses the space, resources, and services of the entire UEP to the extent defined by the internal regulations of the Prague University of Economics and Business.
  3. The authorities of the faculty have the right to make decisions, or to act, in the name of the UEP in matters which concern the faculty, in a manner defined by the relevant legal provisions, or, the internal regulations of the UEP.

Second Part

Internal Organisation of the Faculty

Article 3

The Structure of the Faculty

  1. The methods of managing, and ensuring the faculty’s internal organisation, are set down in the relevant legal provisions, the UEP Statute and other internal university regulations; as well as the Faculty Statute, in addition to other facultative internal rules and regulations.
  2. The faculty consists of several self-governing departments; as well as other types of bodies; as set out in the relevant legislative provisions. These are: the Academic Senate of the faculty, the Department of the Dean, the faculty Scientific Board, the Disciplinary Committee, as well as the office of the Treasurer). In addition, there are faculty departments, as well as advisory bodies to the Dean, whose constitution and powers are governed by the relevant legislative provisions and the UEP‘s internal regulations, as well as those of the faculty itself.
  3. The status and powers of the faculty Academic Senate (hereafter the “Academic Senate”, or just “Senate”) are set out in the relevant legislative provisions. The election of the members of the Academic Senate is governed by the relevant legislative provisions, as well as the internal regulations of the faculty.
  4. The Dean represents the faculty; he/she governs it, as well as acting on its behalf. He/she decides on all faculty matters within the framework set out by the relevant legislative provisions, the UEP Statute, the Faculty Statute as well as other UEP and facultative regulations.
  5. The Dean delegates to the Vice Deans of the faculty the powers and responsibilities necessary for the execution of the various activities of the faculty, which are set out by order of the Dean.
  6. The Dean is represented in his/her absence by the vice-dean who has been appointed to be the Dean’s statutory deputy. The extent of the statutory deputy’s duties and powers in the period of the Dean’s absence are laid out and defined by order of the Dean.
  7. The status and powers of the Scientific Board of the FBA are governed by the relevant legislative provisions, as well as the relevant internal regulations of the faculty.
  8. The Dean of the faculty may call solemn meetings of the Scientific Board of the FBA on the occasion of the conferral of honorary doctorates upon important persons who have contributed to the development of degree programs, or have made significant contributions to the advancement of those branches of study which are offered by the faculty. The faculty may also confer honorary doctorates as part of faculty anniversary celebrations, or on other important occasions in the faculty’s life.
  9. The Dean’s permanent advisory organs are: the Board of Faculty Management, the Dean’s Board, the Editorial Board, the Scholarship Commission and the International Advisory Committee.
  10. The faculty organizational chart, which is attached to the Faculty Statute (Appendix 1), shows the subordinate/superior relations which exist between the individual facultative organs and offices.

Article 4

The Dean’s Advisory Organs

  1. The Board of Faculty Management is the Dean’s permanent advisory organ. The Dean, Vice Deans and the faculty Treasurer are members of the Board of Faculty Management. Other persons may also be invited to meetings of the Board of Faculty Management.
  2. The Dean’s Board is another of the Dean‘s permanent advisory organs. The members of the Board are the Dean, Vice Deans, Treasurer, Heads of Departments and the Chairperson of the faculty Senate. The Dean can also invite other persons to Dean’s Board meetings. The Dean, or a deputy who has been authorised by the Dean, chairs the Dean‘s Board meetings. The Dean’s Board performs the function of the evaluation organ for Student Affairs in the following ways:
    1. Rendering expert opinions on, as well as evaluations of, changes made in existing, as well as newly developed study programs;
    2. Granting accreditation to study subjects as well as to changes which are made to them.
  3. The faculty’s Editorial Board is also the Dean‘s permanent advisory body. The Dean appoints the members of the Editorial Board, along with its chairperson. The Board approves plans for the publishing of textbooks and other teaching materials, as well as proposing their edition and financial support, and so on.
  4. The Scholarship Commission is another of the Dean’s permanent advisory body. The chair of the Scholarship Commission and its members are appointed by the Dean of the faculty. This Commission meets when needed, but must meet at least once a year. The Commission proposes the specific conditions for the granting of various kinds of scholarships in accordance with the UEP’s scholarship regulations. The Commission‘s conclusions form the basis for the Dean‘s formulation, and implementation, of the regulations governing the types of scholarships available at the faculty as well as the conditions for eligibility to receive a scholarship.
  5. The International Advisory Committee is a permanent advisory body to the Dean. It consists of prominent representatives of foreign and domestic institutions and companies, which engage in international operations. Members of the International Advisory Committee are appointed by the Dean. Committee meetings are convened intermittently, as needed, in order to obtain a position, opinion or recommendations related to selected international activities of the faculty.

Article 5

Facultative Workplaces

  1. The departments are the primary professional workplaces in the faculty. They provide instruction at all levels of study on accredited study programs, and disciplines of the faculty, as well as teaching at other UEP faculties. They also play a role in the development of scientific research in the relevant study branches, in addition to participating in international cooperation. The departments‘ functions are also supplemented by additional activities. Departments are managed by Heads of Department.
  2. A Head of Department has a university degree, and is usually a habilitated expert in the department’s main field of study, or a related field. The Head of Department shall be appointed, by the Dean, to his/her position upon his/her being chosen in a selection process. During periods of the Head of Department‘s absence, his/her duties are taken over by his/her designated representative. The Heads of Department have authority over the department. Heads of Department submits proposals to the Dean for resolving those departmental issues which fall outside of his/her area of competence, such as in the area of labour relations.
  3. Other workplaces at the faculty may be established on the basis of a proposal by the Dean, and decision of the faculty’s Academic Senate. The heads of these new workplaces are appointed by the Dean.

Article 6

Members of the Academic Community and Faculty Staff

  1. The academic community of the faculty consists of the academic staff and students of the faculty. In addition to the academic staff, other faculty employees help to ensure the smooth functioning of the faculty.
  2. At the faculty, vacancies for academic staff, Treasurer and Heads of Department must be filled on the basis of the result of a fair and open competitive recruitment process. The Dean can also announce an open competition in order to fill other job vacancies or functions.
  3. The selection procedure is carried out, with a special Selection Commission deciding on its outcome. Its establishment and operation are governed by the internal regulations of both the UEP and the faculty. The selection commission consists of five members, four of which are permanent members. The Dean appoints a commission chairperson from among the permanent members. This chairperson is also the Senate representative. The fifth person holds a senior function in the position which he/she has filled.

Third Part

Faculty Activities

Article 7

Basic Provisions

  1. The faculty independently executes educational activities, scientific research, developmental, innovative, editorial and other creative activities connected with the accredited study programs.
  2. The faculty’s PhD study programs are monitored and assessed by a specialist Doctoral Studies Board. The establishment and scope of this board’s powers and obligations are regulated by the relevant legislative provisions, as well as the UEP‘s internal regulations.
  3. The faculty shall organize the habilitation procedure, as well as the procedure for the appointment of professors in fields that have been accredited by the faculty.
  4. The faculty’s scientific research, development and innovation, in addition to its other creative activities are carried out in order to contribute to the greater social and, especially economic, growth of society. The faculty publishes the results of its work with these ends in mind. Some examples of the benefits of the aforementioned activities accruing to the faculty itself are: improvements in the quality of the educational processes, the professional activities of faculty, as well as the professional development of the academic staff.
  5. The faculty‘s research, development and other creative activities are financed by funds provided by the school budget, grants from domestic and foreign grant agencies and sources for the research and solution of certain projects. The faculty also receives financial aid for its applied development and innovation activities, and sometimes, too, sponsorship for the development of its scientific research activities.
  6. The faculty, independently, engages in foreign cooperation and activities.
  7. The faculty also carries out supplementary activities for which it has the relevant professional capacity and facilities. These activities are provided by the faculty‘s individual departments. The faculty‘s organs are authorized to make decisions, and to act on behalf of the faculty, regarding these supplementary activities. The faculty organs also have the power to manage the funds granted by the Dean for these activities.

Article 8

Holding Academic Ceremonies

  1. The faculty is authorised to hold academic ceremonies in which new students are matriculated, as well as graduation ceremonies for the individual study programs.

Article 9

Providing Information about the Faculty’s Activities

  1. Members of the academic community are informed about the activities of the faculty by means of structured information which is placed on the faculty‘s notice board. This information is also disseminated on the bulletin boards and web pages of the faculty and its departments and other workplaces. The information is also imparted during assemblies of the faculty’s academic community, as well as in its annual reports and minutes of the proceedings of the Senate and Scientific Board.
  2. The members of the academic community can express their opinions on matters related to the faculty’s activities, ask questions and make recommendations in the form of emails sent to the relevant administrative worker of the faculty’s academic organs. The members can also visit, individually, the relevant administrative worker of the faculty’s academic organs during the latter’s office hours, as well as presenting his/her views at gatherings of the academic community of the faculty. The member may express his/her opinion in questionnaires, as well.
  3. If the individual initiative of a member of the academic community is of the nature of a complaint, or disagreement with a decision, or a request for a review of a position taken by the faculty, the aforementioned administrative worker must deal with it in the manner, and within the time period, set out in the UEP’s internal regulations.

Fourth Part

Management Regulations of the Faculty

Article 10

Faculty Budget

  1. The faculty is managed according to the budget of costs and revenues; the budget is set for the period of one calendar year as balanced.
  2. The basic source of funding for the faculty are funds from the UEP‘s budget. Other sources, whose amount is determined by the UEP Statute, are those financial and material resources that the faculty obtains in the form of revenues from its supplementary activities, donations and bequests. This includes donations from abroad as well as the use of endowment funds, including those from other countries.
  3. Funds provided by the faculty for the work on a specific projects, are managed by the principal researcher on the given project in accordance with the terms of contract on the completion of that project, and the relevant provisions of the UEP Statute and its other internal regulations
  4. The right to dispose of the state resources, allocated to the faculty, is held by the Dean and his/her authorised Treasurer.

Final Provisions

Article 11

Validity of this Statute: Annex

  1. The adoption of this Faculty Statute cancels the Faculty Statute of 21st November, 2011.
  2. This Faculty Statute was approved by the Academic Senate of the faculty in Prague, on 16th October, 2013
  3. This Faculty Statute was approved by the Academic Senate of the Prague University of Economics and Business, in Prague on 11th November, 2013
  4. This Faculty Statute comes into force on the day of its approval by the Academic Senate of the Prague University of Economics and Business
